COURSE ABSTRACT:
There is an increasing demand for skills and expertise in rating and land valuation system .The Department of Real estate and Construction Management is sensitive to this industry's demand and has designed a series of short term training programmes in the property sector at various levels. One such training is the certificate training programme in rating and land valuation system that seeks to sensitise candidates to the importance of Systems of Rating &Their Effects , Characteristics of an Ideal Rating System, General Criticisms of Rating , Understanding the concept of Unimproved Site Value (USV) in Valuation Rolls and Criticisms of the USV in the local authorities in Kenya. The course is designed to meet the increasing demand for a higher degree of accountability and expertise in persons engaged in practice of levying rates and the administration of the valuation rolls in the local authorities Kenya.

2. Origin, principles, rating methods and legislation
3. Systems of rating, objections and valuation courts
4. Public land valuation roll
5. Training in the development of action plans for rating and valuation system in local authorities
TARGET AUDIENCE:
Persons in practice of levying rates and the administration of the valuation rolls in the local authorities Kenya. Local authority rating department and whose duties involve rating and property taxation collection. Clerks of the various local authorities among the current 175 local authorities in the country. Chairmen of finance committees in the local authorities including the mayors/chairmen and deputy mayors/chairmen. Staff the Ministry of Local Government in Kenya whose duties include financial and budgetary supervision of local authorities and implementation of LATF. The core staff in the Rating Department of the Ministry of Lands; Staff employed in the Ministry of Local Government in Kenya whose duties including financial and budgetary supervision of local authorities and implementation of LATF; The core staff in the Rating Department of the Ministry of Lands Students intending to register to pursue a degree in Valuation including the BA in Land Economics
